Banyuwangi, Jawa Timur, Tatok Sugiyono, mengatakan alih fungsi hutan lindung di
kawasan blok Gunung Tumpang Pitu menjadi hutan produksi tinggal menunggu
persetujuan Menteri Kehutanan.
Namun tim terpadu hanya merekomendasikan 1.900 hektare hutan lindung yang bisa dialihfungsikan ke hutan produksi. "Hutan yang berada di Kecamatan Pesanggaran," kata Tatok kepada Tempo, Kamis 31 Oktober 2013.
Tim terpadu tersebut terdiri atas unsur Pemerintah Kabupaten Banyuwangi, Perhutani, Dinas Kehutanan Jawa Timur, Kementerian Kehutanan, dan Lembaga Ilmu Pengetahuan Indonesia (LIPI). Hutan lindung seluas 1.900 hektare tersebut bisa dialihkan menjadi hutan produksi berdasarkan beberapa pertimbangan, yang meliputi daerah aliran sungai, kemiringan tanah, dan satwa. "Pertimbangannya banyak, saya tidak hafal," tuturnya.
Alih fungsi hutan lindung tersebut berkaitan dengan rencana eksploitasi penambangan emas oleh PT Bumi Suksesindo. Kandungan mineral di hutan lindung tersebut diklaim memiliki cadangan emas 1 miliar ton dengan kadar tembaga 0,6 persen. Nilainya diperkirakan mencapai Rp 70 triliun.
Sebelumnya, Sekretaris Kabupaten Banyuwangi Samet Kariyono mengatakan pihaknya akan merevisi Peraturan Daerah Banyuwangi Nomor 8 Tahun 2012 tentang Rencana Tata Ruang Wilayah. Menurut Slamet, perubahan perda itu dibutuhkan untuk mengubah status kawasan Tumpang Pitu dari hutan lindung menjadi hutan produksi.
Pemerintah daerah, kata dia, menggandeng Universitas Brawijaya, Malang, untuk membuat kajian akademik tentang perubahan status kawasan hutan itu. "Saat ini, prosesnya masih di tim ahli Unibraw."
Koordinator Komunitas Pemuda Pencinta Alam, Rosdi Bahtiar Martadi, mengatakan hutan lindung Tumpang Pitu berfungsi penting bagi masyarakat Pesanggaran. Hutan tersebut merupakan kawasan resapan air dengan debit air 30 liter per detik, sehingga dianggap sangat layak untuk menjamin ketersediaan air bawah tanah dan sungai-sungai di sekitarnya.
Rusaknya lingkungan, kata Rosdi, dikhawatirkan mengganggu pasokan air untuk sungai-sungai yang selama ini mengairi lahan pertanian di Banyuwangi bagian selatan.
